Using Apple Configurator to update multiple iPads has almost always failed for a few

I've been using Apple Configurator for years. Through many different kinds of iPads, many different powered USB hubs, many different cables and at least three different computers, Configurator rarely ever updates/restores the entire batch. There are almost always a few that will say iPadOS cannot be restored on this iPad. Stop or Skip. Is this a common thing? Does anyone else have this problem? Any tips or recommendations for USB hardware? Right now I have a rack mount 16 port USB SyncStation:
