Where do I find a new El Capitan to load onto my iMac since it seems like he got deleted

BDAqua's link should work if you have a compatible Mac that can access the Mac App Store to download it from.

For a direct download link usable on any device including incompatible Macs, click here ➜El Capitan 10.11
