The first time that you click Save…/Save As…, Pages will present you with a minimized dialog that has no button on it for Folder creation. However, you can toggle this abbreviated Save dialog to its larger version with a single-click on the button enclosed by the green circle in the following screenshot.
Once clicked, this dialog will expand and a New Folder button will appear on its bottom panel accessory bar. When you click that, it offers to create a new folder in the current location, so you need to be certain of where you want that folder created. Once that is done, you will see a blank panel with just a Save button. Clicking that will save the current document in that newly created folder.
Pages remembers where it last saved a document and will continue to save documents into your folder choice without needing to go through the above — unless you want to create a different folder location and save into it.
