I would like to know if there is any way to observe (and control ?) the streaming activity of any AppleTV devices on my shared library from my computer hosting it ?

To confirm, are you using AirPlay to stream content to your Apple TV from your Mac, or wanting to control the content that's being watched through apps on the Apple TV from your Mac? If you're looking to do the later, that isn't possible. If you would like to provide feedback about this to Apple for review, you can do so via the Product Feedback website.
If you're using AirPlay to stream content from your Mac to your Apple TV, you can play, pause, fast forward, or rewind the content via your Mac directly. You can learn more about AirPlay via the link below.

Your ISP may provide a web, or iOS/iPad OS application that allows you to see the streaming statistics into your home. It cannot break this out by device though, and if you have a higher-end router, it may offer some statistics of its own.

Thanks for your answer but it is not what I'm expected.
What I want is being able to see which devices (AppleTV hostname or @IP) are connected to the Library, what are they streaming (episodes, music), the used bandwith. A bit like a monitoring tool (gui, tui or cli).
