Activation Lock is requesting your password on my stolen iPhone

My phone was stolen a few months back and today I got an email that "Activation Lock requires your Apple ID and password or your device passcode before anyone can reactivate and use your device." So someone is trying to get into the phone but the location services are not coming up on Find My Phone. Is there a way for Apple to track the devise even if it is still showing offline.
