Payment pending in app purchase delay

Hi There appears to be a glitch on my app store. Lately anytime I make an in app purchase and it prompts the verify visa security check the following problem occurs:

-A new tab with security check opens up

-Once the check is verified I get the usual purchase has been successful message

-Then in the actual app itself I get a "purchase failed" message

-The in app purchase does not appear

-The money is taken out of my account

-In the app store purchase history it appears as pending

-Usually a few hours pass and everything sorts it self out.

But now I've been waiting over 10 hours and nothing. It's not on the bank to clear pending issues it's the merchants responsibility. In this case apple has to release the pending transaction so the third parties can receive the payment.

Trouble shooting logged in and out of account, obviously enough money on account.

In app purchases are always instantaneous so Im not sure what I can do?
