Trying to recover game save data through icloud on non-apple device

I am trying to recover my brothers terraria game save data through his ipad2/icloud account, however there does not seem to be a way for me to download the save data i need to the device im using (windows 11 desktop pc)

Ive been able to retrive other files such as photos and videos but this seems to be an exeption.

Is there some sort of way to download this data that i dont know of, or does apple just not want me doing this.

Thank you for your time and any tips/info you may have.
