Find My does not show my kids location real time

Bought our 11 year old an apple watch with cellular ( Apple watch SE) so that we could track her after school or weekends when she is out. But the 'Find My' does not show her location even approximately when she is school which is less than a mile away from our home. Sometimes the location shown is dated previous day and shows "No location found" I have tried resetting and configuring it few times but still no resolution. She is able to SMS and call us but I am unable to see her location on Find My. We will be sending her for ski classes and would like to track her location and looks like this is not going to happen. Doesn't seem to serve the purpose of getting her a watch. :-(

I believe that the Location Sharing may not have got turned on.

Just an aside. One of the things I was taught when I worked for a major U.S. cell phone carrier is that technologies like Find My do not allow you to track your children. They allow you to track their devices. And then, only as long as they have a signal and access to the satellite system. If location services are turned off or if the phone is somewhere where it doesn’t get a good connection to the GPS satellites, you may not get a timely or accurate location.
