Find My “Live” and Blue Circle

In the last week, Find My on my spouses phone 10x Max started a very vague location sharing when they are work. Historically it showed their location as they moved about work and now it shows a 1 mile plus blue circle, says “Live” but no accuracy. When they get to work it shows pin point accuracy as they walk up to work with greenfield pulsing around their picture but then pops to a large blue circle until they leave the building. This ONLY happens when they are at work. I have asked them if they are changing their find-my settings and they said no. Just trying to see if they turned off cellular data would it do that and still show “Live” even though the circle is large? Or is that them toggling on airplane mode or toggling off “show precise location”? Or is it just a matter of something withe the phone changed and its not accurate in the building anymore, like antennae of some kind degrading?

if I look at specific devices their watch shows changes in location but not the iPhone. The watch even goes black from time to time like its off or out of range.
