Unable to update iTunes to 12.12.7.1 due to access/permission errors

I'm trying to update iTunes to 12.12.7.1. I first tried the Apple Software Updater and it failed. I then went to the Tools menu and did Download Only and ran the installer as Admin from the DL location. I got "Error reading from file" and it listed the iTunes64.msi file with location. Then I downloaded the installer for 12.12.7.1 from apple.com and ran that as admin. Got the error

"Error getting file security C:\ProgramData\Apple\Installer Cache\Apple Software Update 2.6.3.1\GetLastError:5". I'm on Windows 10 Pro 1909. I've run sfc /scannow and found no problems and DISM /Online /Cleanup-image /Restorehealth and found no issues.

After posting this, I thought I'd uninstall the Apple Software Updater since I have the full installer to use and got the error below. I may try deleting or renaming that folder and see if I can uninstall and proceed with the full installer.
