To add a group list to your contacts directly from your iPad or iPhone, you must first update to iOS/iPadOS16.


After you have updated, simply open the Contacts App - and then open the Contacts sidebar using the icon at the extreme top-left of the Contacts App window. With the sidebar open, you can easily create a new list with the Add list button at bottom-left of the sidebar, adding individual contacts to the list as required.


If you have iOS/iPadOS15 or earlier installed, you cannot create a contact list directly - but you can create the list using a web-browser signed-in to iCloud. This article from appletoolbox explains the process:

You can set up a new list of contacts (I think it was called Groups in iOS 15) and then use the command to send an email to all names in that list/group.


Open Contacts. If you are looking at the contents of one of your groups touch on the back arrow at the top to get to your list of Lists. Note the label Add List, on the top right. If you touch on this a new List will be made and the cursor will be placed ready for you to name that list.


Next go to a contact you want to populate this new list. Open the contact and go to the foot of it, you will see Add To List. Touch on this and select your new List and the contact will be added to it.


Repeat this for all the contacts you want added.


When you want to send an email to the group return to the list of Lists. Touch and hold on the list and options will appear to email all - or message all.
