No. Either messages are not working, or IMessage has been disabled in Screen Time.

So, contact your Carrier, as they are the one who provide you with the service of Messaging.

A. iMessage Handles Photos:

NOTE: Photos are not texts, BTW --iMessage is what handle Photos.

B. Enable MMS Messaging:

1. Go to: Settings
2. Tap: Messages
3. Tap: MMS Messaging (so that it is green in-color)
