My New iPad is linked to Apple ID (****@yahoo.cn), this Apple ID is disabled for security reasons and the xxx#yahoo.cn mail service was disabled at 2013, then I cannot receive the unblock email, how to unblock this Apple ID?

If it was locked because of security reasons, you need to change your password. This Apple article has instructions for what to do if you have forgotten your password --> If you forgot your Apple ID password - Apple Support
