To answer your question directly, you cannot disable the Mail app and you cannot delete it either. The only thing you can do is not use it. Even if you could it would not save any space or take up less memory or resources as it is part of macOS. So it would be in your interest to troubleshoot and fix it.

Then, leave it alone and do not use it.
The Application itself can Not be Removed or Deleted as it is Baked Right Into the Operating System.
The Operating System resides in a Sealed and Read Only Volume that can not be opened by the User period.

Non-responsive how?
Are you saying the Mail.app does not launch?
Mail.app launches but at that point it does nothing and is frozen?
If it is open and frozen, you can force quit any app from the >Force Quit
—You can try a Holding the Shift key down to Launch Mail and see if you get any further..
no insight or resolve
—You can try SafeBoot Mode log in and see if Mail will respond.

Thanks for your answer. When I try to open the app, it starts sending out many message windows, one right after the other. I cannot stop it and have to use Clean my Mac to force quit it.
Even if it worked, I would not use it. It gathers all the email that I receive on my gmail account, which is a waste of space. Whenever I choose to send an email from a website, it never starts my gmail, but always starts in the mail account which I don't use. Very annoying.
I would be happy to leave it alone, but whenever I am on a website and try to send an email from it, it always goes to the mail account and not to my gmail. Whenever that happens, the mail app starts to send out multiple message windows until I force quit it. It is annoying. I would be happy to learn how to shut it off or disable it if I can't remove it.
Thank you. I never use it.

You can’t. All you can do is fix it. Millions of Mac users use Mail without issues.
