not-backed up iCloud Notes
I unchecked and rechecked the box for iCloud backup on the Notes app and all of the Notes that had not been backed up on my Mac disappeared. Is there any way to recover them?

iCloud is a synchronization service, not a backup. Your notes should still be available on your Time Machine (or similar) backup of your Mac. They may also still be in the email account that you use for notes.
