My Apple Watch Ultra has its own phone number when I signed up for AT&T activated cellular data. My iPhone 13 has its own phone number but it shares the data using my iCloud between the Apple Watch and the iPhone. How can I call my Apple Watch using my iPhone? If I let someone borrow my Apple phone, how can they call my Apple Watch or vice versa.?

You cannot call an Apple Watch from your paired iPhone or vice versa. The phone number assigned to your Apple Watch is for data and identification purposes only. The phone number that is assigned to your iPhone is the number to use to call your Apple Watch and your iPhone from another device.
