Allow this Device to Access Photos & Videos Wont stop flashing

I have tried the hard restart (up, down, holding right side beyond slide to power off until the apple logo appears) and then when I restart the iphone, still keeps beeping and flashing: "Allow this Device to Access Photos & Videos Wont stop flashing " The latest version of IOS is installed on my iphone SE. It does not matter if I hit "Allow" or "Don't Allow" it still keeps flashing and blinking. SO FRUSTRATING. Only happens when I am trying to charge from my computer (Desktop Windows)

To get started, since the issue is only occurring when connecting your iPhone with your Windows PC, have you tried connecting your iPhone using a different USB cable, or to a different USB port on your PC?

If not, we would recommend giving this a try as this can help rule out a faulty cable or port causing the iPhone to disconnect and reconnect unexpectedly causing the prompt to reappear.
