Payment pending

Hello everyone , im gonna ask about one thing that happen to me recently . I have pending order right now . So ofcourse i cant download any apps since i need to clear pending payment first . But the problem is . How can i manage to clear the pending payment since i cant download tng e wallet ? Before this i use payment via mobile prepaid . But i have reached limit for my mobile prepaid . The others option is only using tng e wallet to settle it . Ive try to add my debit card . But declined since that card not linked yet to apple service . How can i solve this ?
