Is there any way to get back to the qr code browser (using the shortcut in control center, if that makes a difference) if it has closed or find that page in my browsing history?

That's not what I'm seeing. Here are the steps I followed:
When I unlocked my phone, the QR code scanner was open again (camera mode) but not the web page I was on. My Safari browsing history does not have any record of the restaurant's menu or the order I placed.

Getting Back Tabs:
Did you backup your iPhone while these are open? If so, restore your iPhone from the backup, and it might pop back up.
If your browser is not open in private mode, the web pages you visit will be saved in your history. Regardless of how you have accessed them - whether via a QR code or directly in the search bar in Safari.
To see your history:
1. Open Safari app
2. Tap the little "book" icon at the bottom
3. Press the clock to the far right.
There's your entire internet history.
