Apple ID account recovery error

Forgot the Apple ID password and information for my old phone. Submitted an account recovery. received a recovery link 10 days later... but anytime I try to reset the password I receive an error message pops up saying "This Apple ID is not in recovery". Anyone else experienced this issue... or has a solution???
