Internet recovery loop

I erased my whole system to start with a clean slate and now I’m stuck in internet recovery. I have tried booting into recovery, verbose, safe, reset pram, all of it but no key combo changes a thing. It still just boots into internet recovery then gets to the very end and fails with a -2001, -2002, -2003 error. I had upgraded to ventura recently so I tried booting with a usb drive with a clean version of that and of Big Sur and nothing I do will get it out of the internet recovery mode. IDK what els to even try I’m running out of options.
