Use an external SSD as startup disk on M1 iMac?

I'm trying to use an external SSD as a startup disk on my M1 iMac 24", I've read a lot of articles on how to do it but I still haven't figured out how to change permissions on startup security utility. I have a 2TB SanDisk SSD.

I've read that I have to download macOS Ventura on the external SSD, is it true?

Please help me I've been trying for hours.
