Why do I get the ‘Cannot Create Account’ error message?

Why can’t I sign into apps with my Apple ID?

I was able to sign onto this website with my Apple ID, however when I want to sign into other apps with my Apple ID it comes up with ‘Cannot Create Account- your Apple ID cannot be used to create accounts for other apps’ I have two factor authentication enabled and I’m signed into my iCloud and Apple ID. I don’t have restrictions on so why is it doing this?
