Why does mi iPhone say Update “Numbers” Using Cellular Data and it doesn’t let me do anything

My iPhone 13 says Update “Numbers” Using Cellular Data and it doesn’t let me touch or do anything. Under that it says “The app download size is 207 MB. Using data over cellular network may incur additional fees.” When I click on later on wifi it doesn’t work and on download it still doesn’t work. It doesn’t let me do anything not even enter my phone and when I try resetting it it doesn’t work.
