how do I, and how far can I upgrade a 2010 mac mini from snow leopard?

Your 2010 Mac mini can accommodate mac OS X 10.13.6 High Sierra and nothing newer.

Back up your data, check the application compatibility table, click here, and then on the download link for El Capitan. If your computer is a 2010 model, you can then upgrade to High Sierra.

trying to open the installer package gives me a could not open (com.apple.installer pagecontroller error???
