I have an iPAD 6th gen, when I transfer them onto the PC (Windows 10), the Liveview MOV photos show up as thumbnails with a picture of the video
With the iphone13 ProMax it just shows a generic file icon...
They all play on the PC no problem, Anyone know how to get the iphone files to show as a thumbnail?

The file type you're attempting to view may not be compatible with the Files app on your iPad, and may require another app to play. Even if you can't view the movie, you can still manage it in the Files app: Use the Files app on your iPhone, iPad, or iPod touch - Apple Support

Are you using these steps to transfer your photos and videos from your iPhone to your Windows PC? Transfer photos and videos from your iPhone or iPad to your Mac or PC - Apple Support
If you haven’t, do the videos show up as thumbnails if you use those steps? Or are they still generic icons? Also, for additional clarification, do you mean Live Photos: Take and edit Live Photos - Apple Support? We ask so we can help narrow this down and get to the bottom of this.

The issue isn't between ipad and iphone...
MOV files transferred/copied from my iPad 6th Gen onto my PC (Windows 10) display a thumbnail of that liveview MOV file and play okay, no problems
MOV files transferred/copied from my iPhone 13 ProMax onto my PC (Windows 10) DOES NOT display a thumbnail of that liveview MOV file but play okay, no problems
Photo setting in both devices set to most compatible
I have converted (via online) some iPhone MOV to MOV files, and that generated a thumbnail
Any help appreciated.

It is entirely with LiveView photos,
I've downloaded photos from the iPad and they show as a JPEG Thumbnail & separate associated MOV Thumbnail, Photos taken and downloaded on the iPhone show the still photo JPEG as thumbnails but a generic thumbnail for the MOV files. The setting on the phone are to save up to the cloud and keep the originals on the iPhone.
I've downloaded and updated iTunes, no difference.

Check to see if this same behavior occurs in another user account on your PC:
Create a local user or administrator account in Windows
This may be related to something installed in your current user and testing on a new user account may help you narrow this down.
