Generally, the latest compatible version of a piece of software will be available on the App Store on any given system, so if you search for Apple Remote Desktop on a system running macOS 10.15.7, you'll likely see a compatible version of the software. Is that where you're checking for this download, or are you looking for the download on a system running macOS 11 or later?
The Downloads page contains individual update downloads, but they're incremental updates rather than the whole program, and it doesn't look like 3.8 or 3.9 updates are on there, assumedly because they're still on the relevant App Stores for the older versions of macOS.

When accesing the App Store from the Mac that is running macOS 10.15.7, it only offers up the latest version. Any attempt to download from the Mac running Catalina, you get the pop up warning that the software version is not compatible.
The Apple Downloads page only has the incremental updates, like you mentioned.
What I need is the the full installer for ARD 3.7 or 3.8.
Hoping that someone on the forums has a DMG of the installer.

Since ARD Admin is only available through the App Store, you will only be able to access the older version (maybe) if you had previously purchased the older version.
When you make such a purchase, it is usually best to keep an archive copy handy if you ever want to have a specific older point release version again. Apple doesn't make these things easy.
FYI, I would store it on external media that is not connected to the Mac where you download a newer version of an app from the App Store since it may update your archive version...this happened to me when I moved a macOS installer from the Applications folder and found out the App Store still updated the copy I had moved. Better yet...I now use Disk Utility to store any App Store purchase in to a read-only .dmg archive to prevent an accidental update of my archived copy of an app.
Keep in mind Apple only cares about the now and expects everyone to be completely updated even though in the real world people like to keep older systems around which may need to be reinstalled from time to time. This process is only a secondary after thought for Apple these days. Just another reason I don't like the App Store.

Apple Remote Desktop is compatible with Macs running macOS 10.10.5 or later, so it should run on your Mac running macOS Catalina 10.15.7.
