PREVIEW doesn't save highlights PDF

I am using MacBook M2 air. Now, every time I am highlighting in the preview, some of my highlights are not saved and deleted after closing it. It is happening for all my preview documents.

with the appropriate link to the App Store, and the option to buy it direct from the developer.

I suspect it will always be PDFpen to me :) at least until it stops running on the current macOS Ventura +
