If my iPhone is on lost mode, can it still back up if someone turns it on? I haven’t turned off cellular with the hope it will ping and back up to iCloud.

No. Phone needs to be connected to wifi, someone would need to physically go to icloud settings and enable the backup.
No. Even if the phone could back up.....it can't.....not sure what the value of backing up nothing new would be.
Sorry, but if the phone has not appeared on Find My in a few days, it is likely already on the way to China to the huge re-manufacturing plant.
I lost it in a remote village. I doubt they know about shipping to china. They have wifi and cellular coverage for tourists but many homes don’t have running water. It’s at a restaurant and the battery died yesterday. I was hoping to get the pictures taken in the last 2 days
