My USB keyboard was Apple branded.
It's a surprise that after having updated the system to Ventura I could no longer use the usb keyboard even if it is a genuine product of Apple.
I have a MacBook Air 11 inch which was too old to update to Ventura, and this usb keyboard worked flawlessly once inserted.
Obviously this is a system bug and hopefully Apple technicians will solve this problem soon.

A couple things you can try…
FWIW, I still have a USB Apple Keyboard with Numeric Keypad (A1243) and it works just fine plugged into an iMac Pro running Ventura 13.2.
Glad to hear it's working for you. I did notice when I switched out my wireless keyboard and plugged in the USB keyboard, there was a slight delay. It wasn't anything like "several minutes" however.
My wired Apple keyboard A1243 connected immediately to my M2 MacBook Air. The host has only TB4 ports, so the keyboard is connected to a USB-A port in a hub.
Try the suggested resets.
