Let's try starting to safe mode and seeing if you can accept the terms there:
Start up your Mac in safe mode
Do you have an VPN or proxy configured? Make sure that's off as well.
This would make sure nothing is interfering with your connection to the Apple servers.

We'll need more information in order to help. Which device do you have and which software version is it running?
What exactly happens when you try to accept the terms and conditions for iCloud? What does the error message say?
Is your device connected to a reliable network with good signal strength?
The best steps are going to depend on exactly what's happening, but as a start, we recommend restarting the device.

I had this same issue. I have 2 Macs and ended up resetting my Apple ID via iCloud - and the message just went away.
Thank you for your help see attached screen shots. I am connected to Frontier, Fiberoptic Internet connection, very stable and reliable.
