The reason for the non-refundable is not convincing, who can I contact?

I have refunded some items purchased by children. However is not agreed. And I don't understand why in answer from apple : "Chúng tôi đã xem xét yêu cầu của bạn và mục mua của bạn không đáp ứng các điều kiện để được hoàn tiền."

If Apple has notified you that it is not eligible then so be it.
