Ipad 7th Gen 4013 error - Unable to restore after the steps provided in apple

My Ipad 7th gen is unable to start and going in loop at the start. I followed the steps stated in the discussion groups and apple support site. Still not helpful. Any other way to get this fixed?

Tried using different cables
Tried restarting couple of times

if non of the apple suggested ways does not work

then maybe it would require repair
