Presumably you refer to the iPadOS16 Mail Toolbar. The toolbar is configurable - and your toolbar may be setup differently to other users.
You can choose which buttons are visible at the top of the Mail app, to keep the actions most useful to you front and center.
- In the Mail app, tap
, then tap Customize Toolbar. - Drag buttons to add or remove them from the toolbar.
