My MacBook Pro 14" from 2021 will not upgrade from Monterey to Ventura

I have an MacBook Pro 14" with an M1 Pro chip, has plenty of storage space but still Ventura won't load. Tried several times. Any suggestions?

Fall back position and predicated on updating to Monterey 12.6.3 First and as suggested

Run the Terminal Command below which will Only search for Full Version of macOS this computer Qualifies to run.

softwareupdate --list-full-installers

What exactly is the output

Try updating to Monterey 12.6.3 first. Then reboot. Then try updating to Ventura.
