I see in the Apple Watch support articles that heart notification are not available for children under 13, yet I keep seeing news reports about kids 10 to 12 finding out about heart conditions because of their Apple Watch. Can a child’s heart rate be monitored? Can a parent see a child’s heart rate information on their iPhone? My 6 yr old grandson has a heart condition and needs to be monitored for a low heart rate.

Currently, monitoring heart rate using Apple Watch is not available for anyone under the age of 13.
We are all users on this user to user only forum and don't have access to information about why the age restriction. It likely has to do with reliability or FDA regulations, but again, as users only we can't tell you why.

Honestly, I don't think an Apple Watch would even properly fit a 6-year-old.
I suggest that your grandchild's parents consult his cardiologist for suggestions. A pediatric cardiology care team would probably have good recommendations about what is reliable and appropriate.
