Can Apple Watch be set to notify a caretaker on health alerts?

I know the Apple Watch can be set to notify the user if certain health parameters (heart rate etc.) go outside of normal bounds. I just got it for my elderly dad; can it be set to notify *me* (not just him) if this happens - send a text or email to an additional address?

Emergency Contacts can be set according to:

However, I believe that works for fall and crash detection only and it will notify 911 first.

He can share his health data with anyone he chooses, but as far as I know, the watch is not capable of rendering live data, or alerts to his MD. To share his health data he must go into his health application, select odd figured square in upper left corner, select sharing, and if his doctor is available to be shared with, select the doctor.

After sharing is set up, it is unclear how quickly his data would be shared. Our devices “back up” to iCloud once per day, but that isn’t the same as syncing across devices.
