Can't disable passcode on Ipad

I have an ipad 6th gen (wifi only model) running IOS 15.7. The ipad doesn't leave the house and I want to turn off the passcode. When I go to Touch ID & Passcode, enter Passcode to access, then go to Turn Passcode Off > Turn Off, it still requires Passcode on next startup. Ipad is not connected to wifi or bluetooth. No email is installed or running. Require Passcode in Touch ID section still shows time limit set, not greyed out or unavailable. Any thoughts?

SOLVED: Ipad needs connection to internet via either wifi or (in my case) a hardwired connection via lightning cable and ethernet to access Apple account. Ipad brings up currently open Apple account, enter your password, and proceed through turning off passcode.
