Is there any way to selectively allow certain apps’ notification badges in the App Library? I receive many unnecessary notifications from a few apps and necessary from others. I would like to sort out apps notification badges upon my preferences, so that I can see the badges from the apps that I want. Thank you

Yes. You can disable badges inside:
Settings > Notifications
Find the apps you don't want to see badges on, tap in and disable Badges.
You won't see these badges in the App Library either.
