Outdoor walk not calculating distance correctly after migrating to new phone

I have a support ticket in for this, but is anyone else having an issue where outdoor walk/run is under calculating distance? I walk the same route every day at the same (roughly) pace and since I updated to an iPhone 14 Pro, outdoor walk is no longer accurate - my pace is off by ~3 min and the distance by 25-33%. If I walk the outdoor route using indoor walk it's fine. If I don't start a workout it's fine. All of my settings on the phone have been checked and re-checked. We think it's the phone since I can leave my phone at home and go on an outdoor walk just using the watch and it's okay.

Running iOS 16.3 and watchOS 9.3. Migration to new iPhone and software update to OS 9.3 happened on the same day.

"...it's actually listed twice. Maybe because I had unpaired it and re-paired it., "

Correct.

But it does not explain why iphone overrides Watch unless you are not starting the Workout on the Watch before walking out.

In Watch app, Privacy, Reset calibration data.

If that does not help, force restart the Watch

i.e. press and hold both the side button and Digital Crown for at least 10 seconds, then release both buttons when you see the Apple logo.

Then, while it is restarting, Force Restart the paired iphone   Force restart iPhone – Apple Support (UK)

Test it for a while. If it is still misbehaving...

Unpair and set up again

Unpair and erase your Apple Watch – Apple Support (UK)

and then

Set up your Apple Watch – Apple Support
