Why is my App Store disabled after I refunded some things?

All I did was refund some stuff and now my account is disabled

There's a problem with your iTunes Store account information which can't be fixed from your end. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.

Refund requests should be made through Apple unless your card has been compromised. Filing them with a financial institution is known to cause this issue.
