Is there a way to install macOS13.2 on Mac mini M1 without connecting to internet on installation device?

I used to be able to create a usb and install without any internet previously?

What is the issue— you need to have access to the Interent to down load the macOS(?) to create the USBinstaller.

If or when the USB Installer of Ventura is created and attempting to use on M-Class Apple Silicon Computers

You will have to Change the Security Setting Before the USB Installer can be used
