Setting up child account on new iPad and having phone number issues

Just got my 9 year old a new iPad and want to add her to the family share and create an account for her. I get through every step and when asks for my phone number to receive verification codes, it gives me this error. "Cannot create account. Too many verification codes have been sent to this number. Try again later". I did try again later, 24 hours later and still same message. Any help would be appreciated.
