How do I re-size rows and columns in a Numbers table with names down the left side and a grid of 2 digit numbers on the rest of the page?

In the Number menu system, got to Help->Number Help. This brings up the user's guide. It describes several ways to resize columns and rows. It is too much to repeat it all here.
