Opening old iPhoto library in Photos with macOS Ventura

I am trying to import an old iPhoto library into Photos on a new laptop with macOS Ventura 13.2. When I press Option and open Photos on my MacBook Air, I select the old iPhoto library I want to import and I get this message:


"The library version for 'iPhoto Library' is not supported. It can be opened with macOS Monterey (version 12) or earlier. Alternatively, you can use Library Import to add photos from one library into another."


Isn't Library Import what I just tried to use? Is there way to import an old iPhotos library into Photos with a laptop running Ventura? Thank you :)

File -> Import... select the library you want to import from. Then click on Review for Import...
