Lack of VPN option

I have a user that has to use VPN to connect to an enterprise network. Device certificate has been installed. There is no option for VPN

When following the instructions Set up a VPN connection on Mac - Apple Support there is no VPN in the sidebar. On both a Mac Air M1 and M2 this is what is shown

and from the spotlight search, this is what comes up

Ventura has been reinstalled per the instructions of Apple Support.

VPN is missing from System Settings I am unable to manually create a VPN connection on a newish Macbook M1 in Ventura 13.1. There is no VPN entry in system settings. When I search for VPN in system settings there are 6 hits, VPN is not one of them. One of the search hits is "Show VPN status in the menu bar" under Control Center. VPN Connection Issue I set up a VPN on my M2 Mac Mini. At first, it connected automatically. Now, it asks for the VPN password. Is there a way to set it up so it connects automatically without having to enter the password each time?

For work purpose, I need to connect my Mac to VPN to access to a remote server. I can connect my Vision Pro to the same VPN also. But looks like I can't connect my mac to VP in this case. You need to be under network, not control center. And, you'll see a drop down at the bottom with three dots. Select that for configuration options.
