Make sure the software is up to date on all devices involved.

What happens when they try to use Apple News?—- Using Apple News app, family member is prompted to subscribe.
Are you subscribed to Apple News+? —-Yes.
Are you using Apple One, or are you subscribed to Apple News individually?—-Subscribed to Apple News individually and shared with one family member. Invitation was sent. Member accepted. Apple News appears as shared on my devices and on her iPad. I also have share purchases turned on both on my devices and her iPad. I have also restarted her iPad as well as relaunched the News app. I have yet to delete the News app from her machine and do a reinstall.
Try signing out of her Apple ID on her iPad in Settings ➜ Account (top of Settings) ➜ Media & Purchases
And signing back in.
This should refresh the available purchases, and the News App should then find the Apple News+ subscription.

Software update to ios on the ipad took care of the problem. Now able to access Apple News+. Thank you.
