Do this Force restart iPhone - Apple Support and try again.

Go to Settings>Control Center>Access Within Apps and make sure it's turned on. Also, go to FaceID (TouchID) & Passcode>Allow Access When Locked>Control Center and make sure it's turned on there.
What device is this happening on?
Does it have Face ID or a Touch ID button?
What iOS version is it running?
