Started to receive this pop up for unsecured hotmail account, I deleted the account and resigned in. mcCaffee anti virus which is not install on my IPad is locking out the email on a certificate error even though the certificate has not expired.

Others have seen this related to their Wi-Fi. Turn off Wi-Fi in Settings > Wi-Fi and see if the issue goes away. If so, you may need to reach out to your provider and see if the router comes with McAfee installed.
