How do I undo a remove downloaded song? I accidentally clicked the remove download while trying to remove the song from a playlist.

Assuming it's on a Mac with Music app, try this:
Hide and unhide music, films, TV programmes, audiobooks and books – Apple Support (UK)
The 'deleted' item was in my hidden items section yesterday and I 'unhid it'. Managed to download it again from my 'purchased' in iTunes Store section of Music app.
If that doesn't help try to locate the purchase details (order number) from the purchase history in ITunes Store section of Music from Account on the Quicklinks section of far right, and try to contact Apple support with the order number/code.

So what I was able to do was click on downloaded tab under library on the left of the screen. The song and artist didn't appear on the screen, so in the search window i typed the name and it came up in the search. I clicked on it and it brought the song up in a separate panel still grayed out but this time it had the cloud icon that I was able to click on and it came back. What a run around for a simple mistake. Thanks for the help.
Right-click on the song in question and tap Download in the context menu.

Yes, I do think it is too easy to accidentally remove things from the library, particularly if the content is only stored in the cloud. One wrong decision and you can remove something everywhere at once with no possibility to undo. Not so bad with purchases which are at worst hidden and can be restored, but people lose music they care about too often.

Right-click the track and see what options are available. Greyed out might mean that it is unchecked in some views. Will it play if you double-click it?

Is this a purchase from iTunes Store or an Apple Music subscription download?
It is far too easy to delete things. I was watching old purchased music videos on AppleTV and a popup appeared which I tried to dismiss but it deleted a purchase from years ago. Technically I thought it was just hidden, and unhid it from my account.
I managed to download it to the Mac Mini last night but have created a new library as it seems as the old one seemed glitchy.
The track is no longer listed in my past purchase history for the new library.
Along with all the other past purchases which are no longer available to play/download I'm frustrated with the service which has pushed us all to using the cloud. I always used to download purchases and more than likely downloaded this music video. I have a couple of hunches as to why this might be happening.
Your problem may be Apple Music related in which case you may need to find the track again an re-add it to your Apple Music Library.
Presumably they might be able to add the cloud content again from Apple Music, but it probably relies on theh item still being available to select again, unless cloud versions disappear when the item goes from the store.
I know Apple have tried hard to keep things consistent across devices with the shared library but far too often that is the last thing I want as different devices will be geared for different purposes.
Must test Home Sharing out again as it was my main media access method for AppleTV years ago, but these days with better bandwidth streaming is simpler provided the content is still available.
It doesn't happen often, but if content is removed from the store by rights holders then you can no longer download or stream it. From Legal - Apple Media Services - Apple:
- Purchased Content will generally remain available for you to download, redownload, or otherwise access from Apple. Though it is unlikely, subsequent to your purchase, Content may be removed from the Services (for instance, because the provider removed it) and become unavailable for further download or access from Apple. To ensure your ability to continue enjoying Content, we encourage you to download all purchased Content to a device in your possession and to back it up.

This is where Music confuses me - you're probably correct if the download was just deleted but what if 'remove from Library' was selected? It really surprised me it was so easy to inadvertently delete a music video on AppleTV which only streams the media.
